On October 12, 2021, the LA Group proudly held a groundbreaking ceremony for a significant infrastructure project: a new water treatment plant and municipal well located within the incoming Oxford Village subdivision. This momentous occasion marks a vital upgrade to North Grenville’s water capacity, designed to serve the Northwest Quadrant of the municipality. With an investment exceeding $5 million, this project stands as one of the largest municipal infrastructure initiatives funded by the private sector in North Grenville.
A Commitment to Community and Infrastructure
The new water treatment plant aims to provide clean, safe drinking water to not just the residents of Oxford Village, but also to a broader area. Originally, the well was planned to service 3,000 homes; however, extensive testing has indicated that it will now have the capacity to support over 5,000 homes. Gilles Brisebois, CEO of LA Group and co-owner of L.A. Developments Inc., noted, “The well and water treatment plant will eventually be owned by the municipality and service an area far greater than just Oxford Village.” This expansion underscores the importance of ensuring that local infrastructure meets the growing needs of the community.
Councillor Doreen O’Sullivan, who has been advocating for this upgrade for many years, expressed her satisfaction with the project’s progress. “I’m really pleased that it’s finally going forward. They’ve invested a lot of money into this, and it will provide safe, clean drinking water to Kemptville for a long time,” she said.
Supporting Sustainable Growth in North Grenville
The Oxford Village project, located on County Road 43 at Somerville Road, aims to foster connections among neighbors and create a family-friendly community. With the approval process initially granted in January 2008 and revised in March 2017, the project has gone through extensive planning to ensure it meets the needs of future residents.
In its first phase, Oxford Village will include 398 new residences, comprising 99 houses, 183 townhouses, 44 back-to-back townhomes, and 72 apartments. This diverse range of housing options is part of LA Group’s commitment to enhancing the housing landscape in North Grenville, providing affordable, quality living spaces for families from various income brackets. Mayor Nancy Peckford emphasized the importance of diversity in housing, stating, “We will ensure that this new subdivision offers a diversity of quality housing options for existing and new residents of North Grenville.”

In alignment with our commitment to sustainability, LA Group plans to use locally sourced materials and labor for the construction of the new homes. “The variety of dwelling unit types will allow for the best possible options for affordable housing,” a representative from LA Group stated. As North Grenville continues to grow, infrastructure needs will evolve. An update to the municipality’s Potable Water and Wastewater Master Plan highlighted the necessity for an increased water supply capacity to support anticipated growth by 2034. This new source water well will play a crucial role in accommodating that growth, ensuring that residents have access to essential resources.
