As part of the ongoing development of Oxford Village in Kemptville, construction has officially started on a new municipal well, which will provide vital infrastructure for the subdivision and the surrounding area. This exciting milestone was achieved in early 2021, marking another step forward for the LA Group, the developer behind the ambitious project.
The Oxford Village subdivision is a significant development located at the intersection of County Road 43 and Somerville Road. With plans to feature 398 new residences, including a mix of townhouses, apartments, and single-family homes, the project aims to bring diverse housing options to the growing community of North Grenville. However, with a project of this magnitude, the development process is extensive and requires detailed planning.
Third Extension for Draft Plan Approval
During the North Grenville Council’s February 9, 2021 meeting, the council granted its third draft plan approval extension for the Oxford Village subdivision. This extension allows the project more time to complete the necessary design and infrastructure work before proceeding to the next stages. Gilles Brisebois, the CEO of LA Group and developer of Oxford Village, explained that the size and complexity of the project demand thorough attention to detail, which inevitably takes time.
The original draft approval for Oxford Village was granted in March 2017, with extensions following in March 2020 and again in 2021. According to Amy Martin, the Director of Planning and Development, draft plan approval extensions are not uncommon for large projects like this one. She expressed confidence that the developer should reach registration next year and proceed to a subdivision agreement with the municipality.
New Municipal Well and Water Treatment Plant
One of the key components of the Oxford Village development is the construction of a new municipal well and water treatment plant. These facilities will not only serve the Oxford Village subdivision but also future development in the Northwest Quadrant of North Grenville. This essential infrastructure will help meet the growing water supply needs of the municipality, allowing for long-term sustainable growth.
In January 2021, a building permit was issued for the well, and Fuller Construction began work on the site. The estimated completion date for the well is July 2021, with the well expected to be one of the most advanced in the region, utilizing the latest technologies in servicing and ensuring water quality.
Environmental Considerations and Community Impact
LA Group has demonstrated a strong commitment to the environment and the community throughout the development of Oxford Village. As part of the project, Gilles Brisebois plans to gift 40 acres of wetlands on the property to North Grenville. This land will contribute to the preservation of natural ecosystems and provide a space for community members to connect with nature.
Additionally, the first phase of the Oxford Village development will offer a diverse range of housing options not typically seen in Kemptville. This includes 44 back-to-back townhouses, 183 townhouses, 72 apartments, and nine single-family homes. These options will cater to a variety of residents, from young families to retirees, offering affordable and modern housing solutions.
Looking Ahead
While the project has faced some delays, LA Group is committed to moving forward with servicing agreements and preparing for the next phase of development. The goal is to secure the necessary approvals and go to tender for servicing in March 2021, with work continuing as weather conditions allow. Despite being four to five months behind schedule, Brisebois remains optimistic about the progress of the development.
The Oxford Village subdivision is set to be a landmark project in North Grenville, bringing much-needed housing and infrastructure to the area. As construction on the new municipal well progresses, the development is one step closer to becoming a reality, benefiting both current and future residents of Kemptville.
